Okay so this thing you hold it in your hand and run it over a flat surface to get a little ball in it spinning and you then move your wrist in a circular motion leaving the rest of your arm motionless and it makes a whirring sound....?

do u mean a yo-yo? a yo yo is a round wheel looking thing with a string attached to it that goes up and down and spins
